Dude, Haywood & Miller have already been traded.
You don't trade TPEs either. A team gets one if they send out more salary than they receive.
The Cavs got 2 2nd rd picks for Haywood & Miller I think. Since they didn't take back salary, they now have TPEs for Haywood ($10.5M) & Miler ($2.9M)

Dynasty: you kind of trade TPE's. You use them to absorb salary, that's what he's talking about. They could trade essentially nothing and absorb those contracts.

You use them yes, but you can't trade them. He's saying the Clippers would get the Haywood exception and Celtics get the Miller exception. That's not how it works. The Clippers would get nothing in return for Crawford, and I don't think you can use a TPE for 2 or more players, it can only be one.
