I like Lowrys fit with the Lakers and he comes at zero cost. Just don’t resign Harrell and sign Lowry instead.

Ummmmm. there's a thing called the salary cap. And the Lakers are already way over it. even if Harrell declines his player option (no control over that for the Lakers) they would still be way over the cap.

Lowry can sign MLE with any team he chooses. Not hard to see him sign the MLE for teams like Lakers Clips or 76ers.

There is a certain $$$ amount that will trigger a hard cap on the Lakers which limits how much the remaining 6 vacant roster spots are paid. So basically you are looking having $20 mil to resign.

Lowry CAN sign for the vet minimum anywhere he likes, but he won't. I'm pretty sure the Knicks would offer more, and the Raptors certainly would. there's no way Lowry is signing for the MLE.
