Teams under salary cap don't have MLE. They have room exception which is $2.8 million for one year or up to $5.8 million for two seasons.

Why can't Lakers fans accept that you're not pawning off Nick Young for a future second round pick. I don't most teams would take Nick Young for #27.

In this scenario, the LAL aren't under the salary cap ($67.1M), they're under the luxury tax threshold ($81M). Once a team is at or over the cap, they can only sign their own FA with Bird rights and their draft picks and go
over the cap. Otherwise, a team that is over the cap can only use exceptions (Mid Level, Mini Mid Level, Bi Annual) if available or sign FA to their respective minimum salaries (based on # of years they've been in the league).

Once a team got under salary cap, they just have room exception and veterans minimum in order to sign a player whose rights do not belong them. In this case, you suppose Lakers renounce some players' rights to get rid of their cap holds from salary cap, so that they will have more cap space to acquire new players. For example, Portland is not going to renounce their players' rights, so they can resign them via bird rights and use MLE by being over the cap.
